[Tagging] Feature proposal - Voting - Pumping

Dear all,

Following an appropriate refactoring of proposed pumping tagging done by
IanVG and I, this proposal is now open for voting until January 4.

Despite a complex classification, keep in mind that most of proposed tags
are optional and mappers will still be able to give simple information
about pumping means if they want to.

You may not be able to describe some pumps hidden in restricted areas.
Question asked during this vote is about tagging suitability to describe
pumps with public ground knowledge.

involvement during second RFC phase.
