[Tagging] Default access for service=driveway?

For a while I made that assumption on cycle.travel. I still think it's the right assumption to make.
_However_, in practice, it's fairly common to see through routes mistagged as driveways. In particular, I'd find that entrances to "trailhead" car parks (where a traffic-free cycleway begins at the far side of the car park), and to ferries, would be mistagged as service=driveway.
So I now treat it as routable but with a significant (90%) penalty. I'd like to drop cul-de-sac driveways from the routing graph entirely but need to figure out how to persuade OSRM to do that.
