[Tagging] Feature Proposal - RFC - Military=Coast-Guard &Rescue=Marine_Rescue

The United States Coast Guard is considered a military service branch nominally under the control of the Secretary of Homeland Security which can be partially or wholly transferred to the Department of Defense. I would tag USCG installations as landuse=military with additional secondary tags for rescue as appropriate.
