Yes, there is undoubtedly some overlap, although the DLRG's list of tasks
https://en.wikipedia.org/wiki/German_Life_Saving_Association#Tasks doesn't
actually mention rescuing boats &/or sailors?

While the Wasserwacht sort of do (
https://en.wikipedia.org/wiki/Wasserwacht#Boating_(Motorboot)), it seems to
me that they use the boast for rescuing swimmers, rather than being
dedicated to helping vessels in distress.

Both organisations also describe themselves as lifeguards:

"The most urgent goal of the DLRG is the creation and promotion of all

Sometimes emergency response on water is performed by the fire department

Yes, & here they are used for Swift Water Rescue, when people have been
caught in, or washed away by flood waters, but that doesn't mean they
should be tagged as either a Marine Rescue or Lifeguard unit.
