[Tagging] Feature Proposal - Approved - vaccination=* and vaccination=covid19

Thanks all who have discussed and voted.
The key vaccination=* and the value vaccination=covid19 have been
unanimously approved with 25 votes for, 0 votes against and 4 abstentions

The voters with abstention expressed the need for such key but would have preferred a
namespace scheme.
The key is defined to name the "Illnesses against which a vaccination provides protection"
and documented here:
https://wiki.openstreetmap.org/wiki/Key:vaccination
It is supposed to be used in conjunction with
healthcare:speciality=vaccination
The key is being actively used already (taginfo=297), for example there is an initiative in
the German community to map all places for Covid-19 vaccination in each county in Germany,
see https://wiki.openstreetmap.org/wiki/Impfzentren_in_Deutschland.
Next steps:
The proposal was intentionally phrased without defining a top-level tag for the facility,
since there was a larger variety of opinions, thus the clear vote for the vaccination=* key
should be the nucleus of a completed scheme now.
Analysing the combinations so far, we find
99.3% (295) healthcare:speciality
97.6% (290) healthcare
21.2% (63) amenity
8.4% (25) building
Mappers use the key 270x on a node and 27x on a way, which indicates a current preference
not to tag the whole building.
Meanwhile, user @Jeinsenbe prepared a proposal for a specific tag in the healthcare=*
scheme, please have a look and contribute your thoughts:
