there’s landuse=reservoir which has only 11% natural=water tags. That’s maybe an argument against my point of natural water being applied to any water body surface, but as the wiki says: “ Used to tag an inland area of water. The type of water body can be specified with water=*. Note that despite key name it is also used for artificial structures like moats, basins of a wastewater treatment plants, canals etc, including areas covered with water only intermittently.” so basically some artificial water areas are tagged with natural, and some aren’t.
