[Tagging] Feature Proposal - Vote Result - Hazards

Voting is now closed on the proposal "Hazards"[1].  The final vote was 35
in favor, 0 opposed, and 1 abstention.

Thanks to everyone that participated in the development of this proposal
and for your patience with the lengthy discussions that were necessary to
get this to the finish line.  I will be slowly working my way through
creating all of the new feature pages in the days ahead.
