[Tagging] Proposed feature - RFC - Military Bases

If a building is inside of a military base, I would think that's sufficient
and you wouldn't also need to tag the building as a military building
unless you have more detailed military-specific information i.e. "this is a
barracks", "this is an armory" etc.
