[Tagging] Feature Proposal - RFC - wait

That's not the scope of this proposal. If you, or others, have a better
name to it, I'll gladly change it, but "priority" doesn't fit either.
Names have the meaning that you attribute to them. OSM is full of
examples like that, where a name could mean other things, but it doesn't.
