maybe I am misguided, but I thought of a "tap" as a device to control the
water flow. The thing in the picture looks like an outlet without a valve
and I am not sure it would be called a "tap"?

do you have an idea where the actual spring is located? Where is the water
in the tube coming from? Maybe it is just below and you should add a
natural=spring tag rather than changing the name key? I can confirm that
many springs in Italy are only tagged as amenity=drinking_water and a name.

Frankly on the map at this place I see different kind of landuse being cut
arbitrarily by apparently unrelated roads, changing sides at will,
residential landuse where there clearly can't be, namely this:

or this "meadow" which is in the settlement and has significant buildings
standing on it as well as main roads running on it:

The roof above the spring is completely missing.

the potential naming issues seem rather minor in comparison. IMHO it is
impossible to fix this from remote, because you cannot know whether this is
a spring with a missing spring tag, or a place to which the spring water is
brought from some distance. My guess is for the first alternative in this
case, add natural=spring and leave the name tag as it is.
