presume that you're referring to the top one of the five renderers on 
openstreetmap.org .  If that's the case, then the relevant place to ask 
is https://github.com/gravitystorm/openstreetmap-carto/ and it looks 
like this has been previously discussed at 
https://github.com/gravitystorm/openstreetmap-carto/pull/3688 (which was 
closed as abandoned, not rejected) and 
https://github.com/gravitystorm/openstreetmap-carto/pull/3688 (where 
someone who might be you* has also commented).

If you don't want to resurrect 
https://github.com/gravitystorm/openstreetmap-carto/pull/3688 then 
perhaps try and create a pull request just for emergency=life_ring?  I 
wrote https://www.openstreetmap.org/user/SomeoneElse/diary/43041 a 
couple of years ago, but it should still be helpful.  What that doesn't 
cover is the new icon you'll need to create, but there's guidance for 
creating SVGs in other issues.  In a related map style I went with 
https://github.com/SomeoneElseOSM/openstreetmap-carto-AJT/blob/master/symbols/life_ring.png 
- I'd aim for something as simple as that but as an SVG and coloured to 
fit in better with OSM Carto.
