[Tagging] How to tag an utilitarian fountain?

Because almost all these fountains are drinking fountains (we're talking
about many thousands in a minuscule country like Portugal), which it's
their main purpose.
So, stating that "The water of those fountains is often not suitable for
drinking" leaves mappers unnecessarily in doubt.

> why? IMHO they are not left out from cultural/decorational purposes. Decorational purpose does not imply they are decorated themselves. If their purpose is not the provision of drinking water they will likely fall under “cultural” as well.
