[Tagging] Feature Proposal - Voting - drinking_water:refill_scheme

[European Water Project]

Dear All,

I have started the voting period on the revised proposal after an
additional one week RFC period.

The proposal is for how to best tag cafés, bars, restaurants, kiosks,
hotels, etc which belong to a water bottle refill scheme offering free
bottle water refill to anyone - whether or not a paying customer.

drinking_water:refill=<yes/no>  ; and

drinking_water:refill_scheme=<scheme-name/multiple>
