if osm-carto goal is to trying to give a feedback to mapper,
I'm more fan for a tule "fill it with a flashing red and don't render
any other tag" :)

of course, it need that an alternative exist (mapping 2 objets, one for
the area, another for the barrier is fine, but does a style use it ?
another alternative is to use a subtag, for ex fenced=* oups no,
it's deprecated
