[Tagging] How to tag an utilitarian fountain?

Hi Paul,

Good point. I don't know ... maybe there will be some cases where there is
no improved alternative to amenity=drinking_water.

I will rephrase the above ... "I can see that removing
amenity=drinking_water as a tag in many cases makes sense "
