[Tagging] Clarify explicit abstention when voting on a proposal

which is a great difference according to how we count. We used to count it
as "blank vote"  (i.e. not explicitly in favor), while seing it as no vote
would mean it wouldn't be counted (as participation in voting).

if you do not want to "vote", simply do not vote / do not fill in the
voting template. You can still comment on the proposal, even on the single
votes, and reply to comments by others.
