[Tagging] URL tracking parameters

Whilst I'm firmly against tracking codes, we could give the benefit of the
doubt and assume that they just cut-and-paste the URL and did not intend to
place tracking.

The best practice notes on
https://wiki.openstreetmap.org/wiki/Key:website could
easily include a note about not inadvertently including cruft like search
terms or tracking codes.
