A closed way is the most common method of drawing an area. The other common
type of area is a multipolygon relation. Shops and cafes and similar
features are mapped as areas (or nodes)

In the wiki, “can be used in ways” means linear ways which are not areas:
for example, rivers, roads, paths, fences, etc.
