[Tagging] addr:street for routes

That sounds suspiciously like a solvable problem. (I mean, that the 
validation tools could be improved to handle this situation properly.)

Granted, there may need to be some gymnastics to know that e.g. "State 
Route (\w+)" matches ref="[A-Z]+ \1", but even so...
