or repaired, turned on, reused etc.
just unused means not currently used/operating, but might again in the future, or not.

For example a disused drinking fountain is useless at the moment, and it might be removed, or maybe turned back into operation without repair. 

On the other hand, an abandoned fountain would require repair, e.g. https://www.openstreetmap.org/node/270304103
