what makes you believe this is mandatory oneway for pedestrians? Looks like a regular oneway restriction according to the Italian CdS (i.e. applying to vehicles). AFAIK the CdS does not foresee oneway provisions for pedestrians.
I could be wrong, but the picture doesn’t seem to prove otherwise
