Separate relations per each route variant - verifying that the highway
ways are continuous in the relation.

Or are you suggesting to adopt the PTv2 one-relation-per-trip-variant
scheme without using public_transport=* tags? Feel free, as far as I
can tell JOSM PT plugin doesn't even complain about that. Just don't
be surprised if iD "upgrades" your tags after.
