minspeed and maxspeed generally apply only to vehicles, so minspeed:foot and maxspeed:foot would not seem to make much sense (indeed both have 0 occurrences). 

Another idea could be to introduce “running” as a new state of foot, e.g.
foot=no
foot:conditional =yes @ running
