In which case is this tag needed? A cycleway=lane shouldn't be shared 
with anybody else, and we already have values for shared lanes, e.g.
share_busway or shared_lane.

Why do you want to add the ':lane' part into the tags?
The keys without it are already in widespread use:
cycleway:width, cycleway:[left|right|both]:width
cycleway:colour, cycleway:[left|right|both]:colour
(also note the BE spelling 'colour')
