[Tagging] Adding values healthcare=dispensary and healthcare=community_care?

Thanks, Claire, for this, it's been a long discussion, In Ghana the above
could be the same as to as Community-Based Health Planning and Services
(CHPS) compound [1] where there could be a nurse or a volunteer.

`amenity=health_post` is the closest I can agree to so far.
