There are many places that require people to dismount from bicycles and ones
that ban them completely are quite rare.

despite this we have over 1 000 000 of bicycle=no
and just 76 000 bicycle=dismount

Either places completely banning even pushing bicycle are over 13
times more popular than ones requiring just dismounting or
people use bicycle=no as de facto equivalent of bicycle=dismount

The second seems far more likely to me.
