Thanks for the feedback; we'll clarify that point. From the proposal:

This is mainly about preventing the visual clutter of blue P's that are
the result of tagging amenity=parking without any parking sub-tag or an
unsuitable one. Street-side parking usually isn't of interest until you
are in the area or are orienting yourself for a trip to visit a POI
nearby. Unlike dedicated parking facilities (like a parking lot or
parking garage), the scale of these is much smaller, yet they are also
much more ubiquitous.

Parking=street_side allows for renderers to de-emphasize these areas
(for a few suggestions, please see the proposal under 'Rendering'),
without sacrificing the findability of dedicated parking lots/garages
(especially if these lack capacity information).
