these really aren’t parking areas, nobody parks there, and you may not, they are rather the opposite, no parking areas. Emergency vehicles would use the space while fighting an emergency, otherwise they won’t be there. These are alleys and other space required for emergency vehicles to reach to parts of buildings that are away from the street, to turn their vehicles and bring them in position, etc.
