As a native speaker, albeit sometimes an idiosyncratic one, I'd say
it means only the first.  The pub name is irrelevant - last time I was
in the Goat and Compasses it had neither goats nor compasses.

And I would tag it with something like
> board_games_available=yes tag.

As you said in a follow-up, board_games=yes is better.
If they're not available, then board_games=yes could
not apply, so "available" is unnecessary.
