this is not so astonishing, as we are missing tags at this level of specificity for most things. Just use them if you like them, or make a proposal to encourage others to use them.

Btw, there is very modest use of amenity and office =cultural_association https://taginfo.openstreetmap.org/search?q=cultural_association#values

(personally I’d prefer culture_institute)
