[Tagging] RFC - Discourage railway=preserved

Good afternoon,

taking Jeroen and Peter's replys into considreation and taking inspiration from somebody else's work, I have created a proposal:

Explicitly mark the tag railway=preserved as discouraged by changing the wiki page to contain only the following text:

The use of this tag is discouraged, use railway:preserved=yes instead.
