[Tagging] Is barrier=swing_gate also for gates with full vertical coverage?

I always used barrier=swing_gate only for gates without full vertical
coverage like 
https://wiki.openstreetmap.org/wiki/File:Swing_gate.jpg

Is it also supposed to be used for gates like
https://commons.wikimedia.org/wiki/File:Lovely_gates_near_Hollinshead_Swing_Bridge_-_geograph.org.uk_-_844479.jpg
https://en.wikipedia.org/wiki/File:Gate_ajar.jpg
?

Going by name nothing seems really opposing it, but
OSM Carto and Vespucci icons seemed to suggest that it
was intended for gates formed by a single beam + its supporting structure.
