[Tagging] Is barrier=swing_gate also for gates with full vertical coverage?

+1, the main difference to a barrier=gate (which usually also "swings") is
that the default is permitting (at least physical) access to pedestrians
and bicycles (just like a liftgate). It is a liftgate that is not lifted.


Is it also supposed to be used for gates like
