[Tagging] Feature Proposal - RFC - (Electric) Scooters

In Oklahoma, they're motor vehicles.  Never mind they're completely
incapable of complying with minimum speed laws, they're prohibited in
bicycle facilities and sidewalks.  I imagine this is (quite rightfully) the
case in a number of places.
