[Tagging] Tagging proposals: What's the exact time for start/end?

Someone (not me) took on himself to close the vote in an ambiguous way (the Proposal page template still say that the vote is under way). So long for the additional comments that could have helped me to improve the proposal… I'll clean the page to clearly state that the vote is now closed.
