1) note that this discussion was started exactly because it was considered as mandatory
to discuss introduction of a new tag with a wider OSM community

2) as far as I know this lower usage tags were either 
- also established, just with lower usage
- discussed on a public OSM forum where wider community appears
- document or accepted as OK to use

Raw usage count is not some 100% effective argument, otherwise
https://taginfo.openstreetmap.org/keys/mapper would be a valid tag.
