[Tagging] Feature proposal - RFC - Power transformers classification

Dear all,

Undergoing RFC on "Power substations on nodes" proposal enlighten some
inconsistencies on power transformers classification we should fix. It's an
opportunity to make things simpler as well.

A second document has been written and you're are kindly invited to express
concerns or comments you may have about what is proposed.

Main points are:
* Introduce a new value transformer

to specify a given transformer is an auto-transformer, whatever its actual

transformer=traction directly regards railways power systems.
