[Tagging] How to tag a floating solar farm?

Hi All,
I'm trying to map a large offshore solar PV farm which consists of 510,000 pv modules. I know that some users use power=generator to map the area of pv panels and the barriers of the plant are power=plant (+landuse=industrial). I've ever use the type=site + power=plant relation to map the solar farm consists of several small installations, too.
The problem I have is that to draw a landuse=industrial on the water seems is strange, there are no barrier on the ocean to define the area of a floating solar farm. But if there is only 1 PV panel osm object in the plant, it's not possible to use power=plant + power=generator on a same object. Is it appropriate to create a relation with only one element?

parent: type=site + power=plant (relation)
_member: power=generator (node or area)
