[Tagging] Feature Proposal - RFC - value 'basic_network' - cycle_network?

We do map sidewalks, if necessary. E.g. for hiking/foot/walking/skating
routes. If the road is foot=no (hard-signed), but there is a sidewalk,
that's what you do: map the sidewalk.
