I think you're referring to the global taginfo, but no one is suggesting
that every ele=* worldwide should be expressed in feet. (That ship
sailed in 1875.) There are 5.1 million ele=* tags in the U.S., of which
at least 4.9 million came from bulk imports of buildings, POIs, and
peaks. [1] In my opinion, it's more important to focus on the impact
going forward on manual mapping of features for which elevation is
highly relevant, rather than existing bulk imports of features for which
elevation is of lesser importance.
To be clear, I'm not proposing to retag anything. The proposal is only
about removing a historical anomaly in the documentation and codifying
existing practice, accepting that mappers will keep introducing values
that conform to OSM's well-established standards regarding units.
I'd welcome discussion about the impact to editors and data consumers,
with the recognition that some of it has long been present regardless of
the proposal. And if it truly is too late to change the documentation,
then let's discuss how to mitigate dataloss from values without an
explicit feet indication and from inaccurate conversions to a larger unit.
