these "signs" are actually guideposts. There is no legal implication like
"this is a way you may ride a bicycle on", the signs tell you that the
administration suggests that you take this way by bicycle if you want to go
to x, and that it is n kilometers away. It can be read as a kind of
endorsement, but it doesn't mean other ways (alternatives) are less
suitable to reach the same destination.
They might be put on cycleways, but (in some German areas I am aware of)
more commonly they lead over (typically paved) tracks (agricultural traffic
permitted, other motorvehicles banned). They may also have parts on regular
roads (typically low traffic residential roads).
