Not exactly. In at least some countries cycleways are not necessarily roads
and not necessarily only for cyclists.

Exemptions include

- forestry access
- pedestrian access with pedestrians required to give way to cyclists
- used also as a driveway to a some home
- used also as maintenance road of a park, flood barrier etc

For example as

has no sidewalk, pedestrians are also allowed to use it.

This also doubles as a service road for anti-flood embankment.
