Given current mapping pratices, I would say “ambiguous”.

if a bank has 3 atms, would 

amenity=bank, atm=yes

plus another object

amenity=atm, capacity=2 

 

be equally correct as

amenity=bank, atm=separate

plus another object

amenity=atm, capacity=3 

?
