[Tagging] Adding non-public toilets (Was "compressed_air=yes / no - adding to amenity=fuel"

I map them, especially as even in the worst case one may treat them basically
as paid toilets:
buy some overpriced chocolate for price of chocolate + toilet fee.

I consider such info quite useful while on cycling trips.
