[Tagging] Feature proposal - Voting - Pipes/culverts inlets

Dear all

Following the review of outlets proposal last November, the voting now
opens on the counterpart regarding pipes or culverts inlets.

It is proposed to use a new key, inlet=* to describe shape of places where
a fluid enters a duct, like water in a culvert.
It will allow to map rainwater collection features (kerb openings,
grates....) or hydropower infrastructure with better details.

It's a start, some values or situations may be missing in this proposal. It
will be possible to complete the already documented values afterward in
further sprints.
