[Tagging] Should pastures be tagged landuse=meadow or landuse=farmland?

IMHO landuse=farmland is a generic tag of which landuse=meadow and orchard are a part. Pasture could happen on meadow or farmland and also in some kind of orchards and forests, and also on natural=grassland
