[Tagging] Should pastures be tagged landuse=meadow or landuse=farmland?

Farming includes crops and hay and cattle. It is strange to narrow that
down just for OSM.

Actual tagging and the (old) wiki reflects both views (descriptive). The
altered wiki tries to implement one view (prescriptive).

While I disagree with the view that farmland means crops, excluding hay and
cattle, I think it's alright to use this as a localized tagging rule if it
fits the country.

Equally, it's alright for a country community to decide that all farmland
is landuse=farmland, until a more specific specification is applied. Would
be appropriate to add landuse=agriculture then.

Personally, most of the time I would not specify the specific type of
farming for every field in a mixed farming area. Just as I don't usually
care what type of industries a mixed industrial area is used for.

To answer the question in the subject: yes, and just pick what's common
practice in your area.
