[Tagging] Red light cameras

It strikes me as a good and simple (=good?) solution to treat the presence of the red-light camera as a property of the traffic light.  (i.e.  "This traffic light is monitored / enforced by a camera")

we could also have a tag enforcement=camera or something like this, on highway=traffic_signals objects, no tagging of the camera node required nor a relation
