Actually, i'm not looking for an alternative to the `type=enforcement`
relation, but for a tag for the node with the `device` role at the
position of the actual camera. However, it seems to make sense to have
an alternative mapping method with a tag that is used as a property of
`highway=traffic_signals` or with a single node on the `highway=*` way
next to the actual location of the camera. Only a node beside the way
without a relation doesn't seem to be much helpful.

To map a red light camera on a `highway=traffic_signals` node, i
suggest a single property key, e.g. `camera_enforced=yes` or just
`enforced=yes`.

For the device (if mapped using a `type=enforcement` relation), i see
these possibilities:

  1. Reusing `highway=speed_camera` and using the sub-tag
`speed_camera=traffic_signals`. (This is not completely wrong: they
are a kind of speed cameras with `maxspeed=0` that are only active
when the lights are red.)

  2. Reusing `man_made=surveillance` + `surveillance:type=camera` and
creating a new sub-tag `surveillance=enforcement` (plus maybe reusing
`enforcement=traffic_signals`).

  3. Using `highway=red_light_camera` or creating a similar tag.

Option 2 (creating `surveillance=enforcement`) would have the
advantage that it can be reused for cameras that document other
traffic violations, e.g. cameras that measure the distance between
vehicles or the average speed.

Which option do you prefer?
