The table in section "Members" says that the `device` role is "placed
where the enforcement device is located" and mentions a speed camera.
Therefore it seems clear to me that the `device` of a
`enforcement=traffic_signals` relation is the camera, not the traffic
signals.

Strangely enough (and what i didn't notice before), the examples
contradict this table and put highway=traffic_signals in the `device`
role. (Perhaps for simplicity?)

The `force` role is defined as "a device (e.g. light or barrier) which
enforce the rule being applied in the relation" and example 7 mentions
a traffic light that turns red when a vehicle that is too high for a
tunnel passes the measuring device. According to this logic, my
statement that the traffic light must have the role `force` was wrong
and no element of a `enforcement=traffic_signals` relation should have
a `force` role.
